Calculation methodology.

Every step used by the estimator, with published source data separated from modeling assumptions.

01 · Scope

What is calculated

The calculator estimates monthly remuneration for officials and temporary agents on the AD/AST scale, AST/SC staff, and contract agents in function groups I to IV. It starts with a published monthly basic salary for one grade and step.

All output is indicative. The employing institution remains responsible for determining grade, step, entitlements, taxable basis and final payroll.

02 · Gross remuneration

Basic salary and allowances

Working time first scales the basic salary. Household allowance is modeled as 2% of scaled basic salary plus the published fixed amount. Child, education and preschool allowances use their published monthly amounts.

Residence basis = basic salary + household allowance + dependent-child allowance
Expatriation = max(16% × residence basis, published minimum)
Foreign residence = 4% × residence basis

The duty-station correction coefficient is applied after modeled allowances have been added.

Gross estimate = (basic salary + allowances) × correction coefficient

03 · Contributions

Pension and insurance

Pension, health and accident contributions are applied to the correction-adjusted basic salary. Temporary and contract agents also receive an unemployment contribution above the relevant published abatement.

Core contributions = pension + health insurance + accident insurance + applicable unemployment contribution

04 · Tax and levy

Progressive EU tax estimate

The estimator applies each published rate only to the part of taxable monthly pay falling inside that band. Core contributions are removed before the progressive bands are applied.

For non-contract staff in grade 9 or above, the special levy is modeled after core deductions and tax, above the published allowance.

Net estimate = gross remuneration − core contributions − estimated EU tax − special levy

05 · Limits

What is not modeled

Individual tax coefficients, every family-related abatement, transfer of pension rights, national deductions, payment timing, retroactive adjustments, place-of-origin decisions and institution-specific payroll treatment are outside the calculator.

School-age and preschool counts are treated as subsets of dependent children. The interface prevents the two subsets from exceeding the total number of dependent children.
